The Parties to the Nauru Agreement Office (PNAO) is seeking to hire a Vessel Day Scheme (VDS) Manager to manage the VDS department to ensure effective and efficient administration of the VDS for purse seine and longline fisheries.

Responsibilities include:

  • Administration of VDS and pooling arrangements.
  • Administration of FIMS contract service agreement and developments on PNA FIMS.
  • Manage PNA Inmarsat C DNID, Argos, Thorium, and Faria Activation.
  • Manage user access in FIMS and respond to any FIMS/ VDS queries.
  • Implementation of fees for bunkers and carriers.
  • Training and support for Parties. 
  • Liaise with Parties and fishing industry and resolve MTU issues when MTUs are not reporting.
  • Responsible for managing VDS in accordance with any approved PNAO Business Plan.
  • Report to Parties, at the Annual and Special PNA meetings, on VDS PS & LL administrative matters.
  • Perform other duties as assigned by the CEO.

Preferred Qualifications

  • Minimum of five (5) years of work experience in a related field.
  • A degree level qualification from a recognized tertiary education institution in fisheries, natural resource economics, or other degree relevant to the role and the requirements of the position.
  • Ability to adapt to change, and continuous business environment.
  • Strong understanding of, and familiarity with, the VDS and the PNA FIMS etc. databases, and their management and high-level administration.
  • A working knowledge of the tuna fishing industry.
  • Effective communication and interpersonal skills in English, including ability to read and write at professional level.
  • Team Builder and Player.

The successful applicant will be offered a three-year contract with the possibility of extension.
