The PNA Vessel Day Scheme (VDS) sets an overall Total Allowable Effort (TAE) limit on the number of days fishing vessels can be licensed to fish in PNA Exclusive Economic Zones (EEZs) per year. Each country is allocated a share of the TAE for use in its zone each year. These VDS days can be traded between countries in cases where a country has used up all its days while another has spare days.

Total Allowable Effort (TAE) for the Purse Seine Vessel Day Scheme

At their 25th Annual Meeting conducted electronically in May 2020, the Parties to the Palau Arrangement agreed that:

  • The 2021 PNA TAE be set at 44,033 days; and
  • The TAE of 44,033 days be adopted as the provisional PNA TAE for 2022 and 2023.

With the addition of the Tokelau TAE of 1,000 days for 2020-2023, the total VDS TAE is:

  • 45,033 days for 2021; and
  • 45,033 days  provisionally for 2022 and 2023.
